“The White Paper on European Governance is about the way in which the EU uses the powers given by its JXUwMDNiJXUwMDBhJXUwMDFkJXUwMDFkJXUwMDEzJXUwMDFmJXUwMDBiJXUwMDFk . Reform must be started now, so that people see changes well JXUwMDNhJXUwMDA3JXUwMDAzJXUwMDA5JXUwMDFkJXUwMDE3 further modification of the EU Treaties.The White Paper proposes opening up the policy-making JXUwMDI4JXUwMDAyJXUwMDFkJXUwMDBjJXUwMDA2JXUwMDE2JXUwMDAw to get more people and organizations involved in JXUwMDJiJXUwMDFiJXUwMDA5JXUwMDExJXUwMDE5JXUwMDA3JXUwMDA5 and delivering EU policy. It promotes greater openness, accountability and responsibility for all those involved. This should help people to see how Member States, by acting together within the EU, are able to tackle their concerns more effectively. To this end, the White Paper understands governance as: "the rules, JXUwMDI4JXUwMDAyJXUwMDFkJXUwMDBjJXUwMDA2JXUwMDE2JXUwMDAwJXUwMDE2JXUwMDE2 and behaviour that affect the way in which powers are exercised at European level, particularly as regards openness, JXUwMDI4JXUwMDExJXUwMDEzJXUwMDA2JXUwMDFkJXUwMDBhJXUwMDBhJXUwMDE5JXUwMDExJXUw MDE1JXUwMDFkJXUwMDA2JXUwMDAx , accountability, effectiveness and coherence.” Although terse, this definition hints at two dimensions to the governance agenda. First, it is about setting norms that justify and JXUwMDNmJXUwMDEyJXUwMDFjJXUwMDBkJXUwMDAx EU decision-making. Criteria are set for acceptable behaviour and legal standards and procedures established on the basis of them. Secondly, governance is also a description of how the EU is to go about its decision-making. To that end it sets out a mode of JXUwMDNmJXUwMDA4JXUwMDE5JXUwMDEzJXUwMDE3JXUwMDFjJXUwMDA3JXUwMDA3JXUwMDA5 which sets out a number of features that EU decision-making should incorporate.”
