definition hints at two dimensions to the governance agenda. First, it is about
setting norms that justify and

EU decision-making. Criteria are set for
acceptable behaviour and legal standards and procedures established on the basis
of them. Secondly, governance is also a description of how the EU is to go
about its decision-making. To that end it sets out a mode of
JXUwMDNmJXUwMDA4JXUwMDE5JXUwMDEzJXUwMDE3JXUwMDFjJXUwMDA3JXUwMDA3JXUwMDA5
which
sets out a number of features that EU decision-making should incorporate.”
