A) Two Types of Legal Acts
1. Legislative Acts
Acts taken under the EU legislative / decision-making procedures:
- ordinary legislative procedure;
- consent procedure;
- consultation procedure.
2. The Institutions' Non-Legisltive Acts
Both the Council and the Commission are empowered under the EU Treaty to make laws. Thus, one finds both Council and Commission Regulations, Directives and Decisions. One can also find legal acts of the European Parliament and acts of the European Council that are legal acts, but not legislative acts.
B) International Agreements
Title V TFEU "International Agreements" contains hierarchy of the EU's international agreements.
