The Aims of the Learning Object

Why?

The learning object is addressed to undergraduate and graduate students of the Tallinn University and of other European Universities. The aim of the learning object is to help distinguish between EU legislative procedures, and to distinguish those procedures from non-legislative procedures for adopting secondary acts. The learning object forms part of the course "EU Law".

 

Activities

  • The student reads theoretical articles and other texts about law-making in the EU and the place of the legislative procedures in that;
  • The student works with the relevant working materials of the EU institutions;
  • The student learns how to use the PreLex and OEIL databases;
  • The student performs exercises about the EU legislative procedures and the role of the EU institutions in those procedures.

 

Study Outcomes

  • The student distinguishes between:
A) legislative and non-legislative procedures;
B) legislative procedures.
  • The student knows.
A) the areas of competece for different legislative procedures;
B) the competences of EU institutions in legislative procedures;
C) the voting mechanisms;
D) the formulae for calculating qualified majority;
E) how to observe the procedures.


Assessment

Grading principles:
Graded will be the general understanding of the theoretical background, combined with the practical skills of observing the legislative processes.
The method of grading:
The student has performed exercises in the e-learning environment
and exam.
The grade constitutes 10% of the final grade.
